Initial Fees and Annual Dues
Mandatory Annual Membership Dues as of September 2022 are $75 per year.
They are due within 30 days of the date they are mailed to homeowners (usually mailed in early April).
The new Homeowner mandatory initiation fee is $125. This is a one-time fee that is collected during closing for new homeowners to become members of the HOA.
Home Resale Certificates are $75. This is also a mandatory, one-time fee due from anyone selling a house within the HOA due at closing.
Background to Dues and What Happens with Non-payment

Per Article III “Articles of Incorporation of the Meadows Homeowners Association” (MHOA), the MHOA has the authority to “fix, levy, collect and enforce payment by any lawful means, all charges or assessments pursuant to the terms of the Declaration; to pay all expenses in connection therewith and all office and other expenses incident to the conduct of the business of the Association, including all licenses, taxes or governmental charges levied or imposed against the property of the Association”.
Invoices for annual assessments (i.e., “dues”) are sent via standard mail (United States Postal Service) to the homeowner’s property address. Any past due accounts will receive an itemized Invoice reflecting current year assessment balance, outstanding balance from prior year assessments, and interest penalties.
Payment for annual MHOA assessments must be received within 30 days of the due date specified in the Invoice to avoid account delinquency.
After 30 days from the due date specified in the Invoice have elapsed, in accordance with Article V, Section 10 of “By-Laws of the Meadows Homeowners Association”, interest penalties, at the rate of 10% per annum, shall be assessed and added to the outstanding MHOA assessment balance.
After 3 cumulative years of non-payment, a Final Notice will be sent via certified mail (United States Postal Service) to the homeowner’s property address. In accordance with Article VI, Section 3 of “By-Laws of the Meadows Homeowners Association”, certified mail costs will be added to the outstanding account balance to be paid by the homeowner.
If payment is not received by the date provided in the Final Notice, a complaint will be filed by MHOA with the Magisterial District Judge. The homeowner will be served with notice to appear in Cumberland County District Court by a Constable, and a lien may be filed against the homeowner. All associated filing fees and court costs, in accordance with Article VI, Section 3 of “By-Laws of the Meadows Homeowners Association”, will be added to the outstanding account balance to be paid by the homeowner.
